This is Toxie from team Troma. However the name was changed from avenger to crusaders for the toy line and cartoon. It was loosely based upon the movie story line. Its about Toxie and his four friends that are just as mutated as he is. They crusade against this evil toxic villain guy and his henchman. Its pretty much a Ninja Turtles rip off. But the toys are tight, i have them all.

I remember the cartoon better than the toys. The theme went something like "I had no friends, no girls would hug me 'Till I got radioactive ugly Toxic Crusaders" The toy line does have a mutated dog guy named Junkyard that I want to buy on eBay someday. I like dog stuff.

Based originally on a movie the toxic avenger. But was definitely not a movie that was kid appropriate.
